1.Introduction
This Workshop Participation Agreement (“Agreement”) sets out the conditions under which a business may apply to participate in the National Vehicle Service Register (“NVSR”).
The National Vehicle Service Register is an independent digital register that enables approved workshops to publish verified vehicle servicing, maintenance, repair and inspection records.
Participation in the Register is voluntary and subject to approval by NVSR.
Acceptance of this Agreement is required before a workshop may apply for verification or publish records through the Register.
2.About the National Vehicle Service Register
The National Vehicle Service Register is an independently operated vehicle maintenance record platform. The Register is designed to:
- maintain accurate digital maintenance records
- improve transparency within the motor trade
- assist vehicle owners in maintaining service history
- provide verifiable digital service certificates
- support responsible record keeping
- improve confidence in documented maintenance histories
NVSR is not affiliated with, endorsed by, operated by or acting on behalf of the Driver and Vehicle Licensing Agency (DVLA), the Driver and Vehicle Standards Agency (DVSA) or any UK Government department.
3.Eligibility
Applications may be submitted by legitimate businesses carrying out vehicle servicing, repairs or inspections. Applicants may include:
- Limited companies
- Sole traders
- Partnerships
- Mobile mechanics
- Fleet maintenance providers
- Vehicle inspection businesses
- Specialist repair centres
- Manufacturer-approved workshops
- Independent garages
NVSR reserves the right to decline any application.
4.Workshop Verification
Before a workshop may publish verified records, NVSR may request evidence including, but not limited to:
- legal business identity
- trading name
- company registration (where applicable)
- VAT registration (where applicable)
- trading address
- responsible person details
- identity verification
- proof of trading
- insurance documentation
- technician qualifications where claimed
- supporting photographs
- workshop information
- diagnostic capability
- equipment information
Submission of evidence does not guarantee approval.
5.Insurance Requirements
Applicants are responsible for maintaining appropriate insurance appropriate to their business activities. Depending upon the nature of the business, NVSR may request evidence of:
- Public Liability Insurance
- Motor Trade Insurance
- Employers’ Liability Insurance
- Professional Indemnity Insurance
- Road Risks Insurance
- Customer Vehicle Cover
- other relevant insurance
Insurance documentation may be reviewed during verification and periodically thereafter. Workshops remain solely responsible for ensuring that insurance remains valid at all times.
6.Technician Qualifications
Where qualifications are displayed publicly, workshops must ensure that all submitted information is accurate. Examples include:
- IMI qualifications
- ATA accreditation
- manufacturer training
- MOT testing approval
- hybrid qualifications
- electric vehicle qualifications
- air-conditioning certification
- other recognised industry certifications
NVSR may request documentary evidence before displaying qualification status.
7.Publication of Records
Approved workshops may publish service, maintenance, repair and inspection records only for work genuinely completed by that workshop. Published records must:
- be accurate
- be complete
- reflect work undertaken
- include accurate mileage where known
- identify the responsible technician
- identify the publishing workshop
Knowingly publishing false information is prohibited.
8.Service Certificates
NVSR may generate digital service certificates based upon information submitted by the publishing workshop. Each certificate receives a unique certificate reference. Certificates may include:
- vehicle information
- mileage
- service type
- work completed
- parts replaced
- inspection results
- workshop identity
- technician information
- supporting evidence
- publication date
Certificates remain part of the permanent record unless removed from public view following investigation or legal requirement.
9.Record Integrity
Published records form part of a permanent audit history. To maintain transparency:
- records may not be silently overwritten
- amendments are version controlled
- historic versions may be retained
- correction requests are recorded
- significant changes are logged
NVSR may restrict public visibility where records are subject to investigation.
10.Workshop Responsibilities
Approved workshops agree to:
- publish records honestly
- maintain appropriate insurance
- keep business details up to date
- notify NVSR of material business changes
- cooperate with verification reviews
- respond to reasonable compliance enquiries
- protect customer information
- comply with applicable legislation
- maintain appropriate professional standards
11.Prohibited Conduct
Workshops must not:
- publish work that was not completed
- knowingly record incorrect mileage
- impersonate another business
- submit false qualifications
- upload misleading evidence
- misuse customer information
- interfere with another workshop’s records
- attempt to gain unauthorised system access
- misuse verification status
- falsely imply government approval
12.Verification Status
Verification confirms that NVSR has completed its published verification process at the relevant time. Verification does not:
- certify workmanship
- guarantee future performance
- endorse a workshop
- replace manufacturer approval
- provide warranty
- confirm ongoing compliance after publication
Verification reflects only the scope of checks carried out by NVSR.
13.Suspension or Removal
NVSR may suspend or remove workshop access where there is reasonable evidence of:
- fraudulent records
- repeated inaccurate submissions
- expired mandatory verification
- misuse of the platform
- breach of this Agreement
- unlawful conduct
- activity likely to undermine confidence in the Register
Where appropriate, workshops may be invited to provide additional information before a decision is reached.
14.Appeals
A workshop may request a review of certain verification or enforcement decisions. Appeals should clearly explain the grounds for review and include any supporting evidence.
NVSR will consider appeals in accordance with its published Complaints and Appeals Policy.
15.Intellectual Property
All intellectual property rights relating to the National Vehicle Service Register, including branding, software, certificates, documentation and verification materials, remain the property of NVSR or its licensors unless otherwise stated.
16.Limitation of Liability
NVSR provides an independent record management service.
Responsibility for the accuracy of published servicing, repair and inspection information remains with the publishing workshop.
Nothing within this Agreement transfers responsibility for vehicle repairs from the workshop to NVSR.
Nothing in this Agreement excludes liability that cannot lawfully be excluded under the laws of England and Wales.
17.Changes to this Agreement
NVSR may amend this Agreement from time to time. The current version will always be published on the National Vehicle Service Register website.
Material changes may require workshops to accept an updated version before continuing to publish records.

19.Governing Law
This Agreement shall be governed by and interpreted in accordance with the laws of England and Wales.
