Terms of Use and Website Conditions

The National Vehicle Service Register (“NVSR”, “the Register”, “we”) is an independent, not-for-profit register of vehicle service, repair and inspection history in the United Kingdom. It is operated on a non-statutory basis for the benefit of vehicle owners, participating workshops and the wider trade.

These Terms of Use govern all access to and use of this website and every service made available through it, including registration search, certificate verification, the public data endpoints and any account area. By accessing the website you accept these Terms.

Participating workshops are additionally bound by the Workshop Participation Agreement (NVSR-WPA-001) and the Workshop Standards, Compliance and Enforcement Policy (NVSR-WSC-001). Where those instruments conflict with these Terms in respect of a workshop, those instruments prevail.

The Register is not a government body, regulator or agency, and holds no statutory function. Nothing published by the Register displaces the requirements of the Road Traffic Act 1988, the MOT scheme or any other legal obligation applying to a vehicle or its keeper.

An Entry is a record of work declared by the participating workshop that carried it out, made under the declaration set out in the Workshop Participation Agreement. The Register verifies the identity, insurance and competence of participating workshops; it does not independently re-inspect each vehicle.

An Entry is therefore evidence that a declaration was made and recorded at a fixed point in time. It is not a warranty of the condition, roadworthiness, safety, mileage accuracy or market value of any vehicle, and must not be represented as one.

The absence of an Entry does not mean that work was not carried out. Participation is voluntary and the Register does not hold a complete history of any vehicle.

MOT data is reproduced from the Driver and Vehicle Standards Agency MOT History service and is attributed as such wherever displayed. The Register does not alter that data and is not responsible for its accuracy or availability.

Nothing on this website is legal, mechanical, safety or financial advice. Users must not rely on the Register alone when purchasing, valuing, insuring or operating a vehicle.

Users may search the Register, view published Entries, verify certificates and download or print material for their own personal, non-commercial use, or for use in the ordinary course of a motor trade or insurance business in relation to a specific vehicle.

Users must not:

• carry out bulk, systematic or automated extraction of Register data, including scraping, crawling or enumeration of registration marks or certificate identifiers, other than through a published data endpoint and within its stated limits;
• reproduce the Register's data in a competing register, database or product;
• misrepresent an Entry, alter a certificate, or present Register material as issued by a government body;
• attempt to identify a vehicle keeper from Register data, or use the Register for surveillance, harassment or debt tracing;
• circumvent access controls, probe the security of the platform, or interfere with its availability;
• submit false, misleading or malicious information through any form on this website.

The Register may withdraw access from any user who breaches this clause, and may refer suspected offences under the Computer Misuse Act 1990 or the Fraud Act 2006 to the appropriate authority.

Where a user holds an account, they are responsible for the confidentiality of their credentials and for all activity carried out under them. Credentials must not be shared.

Accounts associated with a participating workshop carry the additional obligations set out in the Workshop Participation Agreement. Suspension of a workshop suspends the associated accounts.

The Register may suspend or close an account where it has reasonable grounds to suspect misuse, falsification, or a breach of these Terms, and will record the reason on the account.

Certificates are issued and verified under the Certificate Verification Policy (NVSR-CVP-001). A certificate is valid only where its identifier resolves against the Register at the time of checking.

A printed or forwarded certificate carries no independent authority. Any person relying on a certificate should verify it directly through the Register's verification service.

Certificates may be restricted, superseded by an amendment, or withdrawn where the underlying Entry is found to be inaccurate or was obtained improperly.

Published Entries are immutable. Corrections are made by amendment, which creates a new version and retains the superseded version in the audit trail, in accordance with the Record Integrity Standard (NVSR-RIS-001).

Any person may dispute an Entry by submitting correspondence through the contact form. Every submission receives a case reference and is handled under the Complaints and Appeals Procedure (NVSR-CAP-001).

The Register's name, marks, crest, document reference system, certificate design, structure, code and compiled database are owned by the Register or licensed to it, and are protected by copyright and database right.

Users may quote short extracts of governance instruments with attribution to the document reference. Systematic reuse of the compiled database is not permitted without written consent.

The Register aims to keep the website continuously available but does not guarantee uninterrupted service. Access may be suspended for maintenance, security or capacity reasons without notice.

Where a third-party source such as the DVSA MOT History service is unavailable, affected sections of the site indicate this rather than presenting incomplete data as complete.

Nothing in these Terms limits liability for death or personal injury caused by negligence, for fraud or fraudulent misrepresentation, or for any liability that cannot lawfully be excluded.

Subject to clause 10.1, the Register is not liable for any loss arising from reliance on an Entry, a certificate, MOT data or the absence of a record, nor for indirect or consequential loss, loss of profit, loss of contract, or loss arising from a vehicle purchase or valuation decision.

The Register's information is provided for the purpose of transparency of service history only. Users acting in trade remain responsible for their own due diligence and for their obligations to their own customers.

These Terms may be amended. Each version carries a document reference, version number and effective date. Material changes affecting participating workshops are notified in accordance with the Workshop Participation Agreement.

Continued use of the website after the effective date of a revision constitutes acceptance of the revised Terms.

These Terms and any dispute arising from them are governed by the law of England and Wales, and the courts of England and Wales have exclusive jurisdiction.

The Register publishes no general email address or telephone line. All correspondence, including legal notices, must be submitted through the contact form so that it is logged, referenced and auditable.
