Accessibility Statement

A public register is only useful if everybody can read it. The Register is designed to be usable by people who rely on screen readers, screen magnification, speech input, keyboard-only navigation, high-contrast modes or reduced motion settings.

The Register applies the standards expected of public-sector digital services under the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018, and the duty to make reasonable adjustments under the Equality Act 2010, as a matter of policy rather than statutory obligation.

This website is partially conformant with WCAG 2.2 level AA. Partially conformant means that most of the content meets the standard, but some parts do not, as set out in clause 4.

The assessment is based on internal review of the published pages, keyboard-only traversal, screen-reader spot checks and automated contrast testing. No third-party audit has yet been commissioned; when one is, its date and outcome will be recorded in this Statement.

The following are known not to meet the standard fully at the effective date of this Statement:

• Statistical charts. Growth and integrity charts convey trend visually; an equivalent figure is given in adjacent text, but no full tabular alternative is yet published. Planned remediation: publication of the underlying series in tabular form.
• Certificate PDFs. Generated certificates are text-based and selectable, but their reading order has not yet been verified with assistive technology in every layout variation.
• Third-party MOT data. Data reproduced from the DVSA MOT History service is presented in the Register's own accessible layout, but the Register cannot control the structure or wording of the source content.
• Live status ribbon. Register status figures update without a page reload; the update is not currently announced through an ARIA live region.

Each limitation is recorded on the Register's remediation list with a target for the next review cycle.

Any person encountering an accessibility barrier may report it through the contact form under category C1, describing the page, the assistive technology in use and what could not be done. The Register publishes no general email address; the form guarantees the report is logged with a case reference.

Accessibility reports are acknowledged with a case reference immediately and answered within 5 working days. Where a barrier prevents a user from exercising a right — for example viewing their own vehicle record or submitting a correction — the Register will provide the information or perform the action by an alternative means on request.

If a user is dissatisfied with the response, the matter may be escalated under the Complaints and Appeals Procedure (NVSR-CAP-001).

This Statement was prepared on the effective date shown in the document control block, on the basis of the internal assessment described in clause 2.2.

It is reviewed at least annually, and additionally whenever a substantial change is made to the public interface. Each review issues a new version under the same document reference.
